Job Summary

Perform end-to-end recruitment in line, liaising with hiring managers, HR and business to fill approved open positions in alignment with business objectives. Source and pre-qualify candidates that match requirements, primarily by leveraging technology, including the Internet. Engage with HR and Business leadership in addressing key recruitment challenges, develop and prioritize recruiting and sourcing strategies and key recruiting initiatives

Responsibilities

  • Collaborate with HR and business leadership to address key recruitment challenges, develop recruitment prioritization considering strategies and implement crucial recruitment plans
  • Represent TMO in the talent market and stay current with market knowledge and industry expertise in various recruitment trends and practices
  • Drive cost optimization by adopting appropriate channel mix strategies
  • Assume the role of recruitment specialist and deliver recruitment solutions according to TMO standards
  • Establish and maintain a good understanding of the industry to identify opportunities and manage risks
  • Update information on best recruitment channel management, and gather and use information on new procurement channels and technologies
  • Ensure recruitment processes/cycles are completed swiftly, efficiently, and professionally to minimize recruitment time and costs
  • Identify recruitment/selection decision factors and criteria
  • Participate in HR planning to support the development of HR policies and procedures related to recruitment, and address staff complaints or potential issues related to recruitment as needed
  • Engage in highly collaborative discussions with recruitment managers
  • Adjust recruitment expectations as needed by utilizing search data and external labor supply/demand information
  • Collaboratively develop recruitment candidate channels and find ways to manage suitable channels/media for the most effective solutions to meet requirements
  • Execute legal and compliant role postings, refresh or delete as required
  • Review resumes against screening criteria to determine their potential match with job vacancies
  • Submit shortlisted candidates to the recruitment manager for review
  • Conduct or facilitate candidate assessments as required
  • Monitor and track candidate pipelines to ensure sufficient requirements are met for open vacancies
  • Provide timely feedback to recruitment managers or candidates
  • Negotiate offers and manage subsequent employment contracts
  • Informally or through third-party contacts, ensure timely and accurate completion of management processes (e.g. background checks and reference checks) as required
  • Communicate with candidates to determine start dates
  • Provide regular updates and feedback to managers, continuously update requirement status, and facilitate timely decisions
  • Appropriately use the TMO recruitment system, emphasizing data integrity to ensure accurate reporting and compliance with data regulations
  • Conduct analysis procedures to ensure high-quality and quantity of candidates
  • Use various tools and technologies to identify issues affecting outcomes (revenue, operating costs, working capital, risks, compliance issues), and actively find solutions through detailed research and objective evaluation
  • Collaborate across TMO departments as a team.

Requirements

  • Prior work experience on full cycle recruitment management, at least 3 years recruitment experience from agencies or inhouse
  • Good at proactive candidate sourcing, market insights gathering;
  • Good communication skills in written and verbal bilingually (English and Chinese)
  • Result-driven and analytical
  • Deep curiosity and interest in learning
  • Highly disciplined and efficient but collaborative
  • Open to new experiences, excited by change and ambiguity
